Water bills are due upon receipt. The District allows until the 15th by 4:30 of each month before a 10% Late Charge is applied, unless the 15th is on a weekend or holiday then it is due the business day before. If payment is not received by 4:30 on the last business day of the month you must pay both months of water owed in full. If payment is not received in the office by 8:00 a.m. on the first business day of the following month a $75.00 fee will added and your meter will be disconnected for non-payment . If the meter is disconnected, in order to be reconnected you will be required to pay for all the water on the meter up to the day of disconnection.

No actually that is very small air bubbles that could be caused by a break in the line, the change from cool to warmer weather, or high use. Air gets into the water and the milky color is the result. Fill a glass, let it sit for a minute, and see if it clears. The water is safe and perfectly fine to use for all your water needs.
